Description of problem:
Attempting to add custom info keys to a system set produces the following PL/SQL error.

ERROR
com.redhat.rhn.frontend.servlets.SessionFilter - Error during transaction.
Rolling back
javax.servlet.ServletException: com.redhat.rhn.common.db.WrappedSQLException:
ORA-06550: line 1, column 7:
PLS-00221: 'BULK_SET_CUSTOM_VALUE' is not a procedure or is undefined
ORA-06550: line 1, column 7:
PL/SQL: Statement ignored

Version-Release number of selected component (if applicable):
2.7, 2.8, 2.9

Steps to Reproduce:
Select Servers --> System Set Manager --> Misc --> Set and Remove values for
selected Systems --> Key-Label: MY_LABEL --> Value: 12345 --> Set Values -->
"Internal Server Error"
