Description of problem:
Binary build hangs forever after 3.7 to 3.9 upgrade

How reproducible:
Everytime

Steps to Reproduce:
1. start-build ruby-hello-world --from-dir="." --follow --loglevel=10

Actual results:
oc logs ruby-hello-world-13-build
Error from server (BadRequest): container "sti-build" in pod "ruby-hello-world-13-build" is waiting to start: PodInitializing

Expected results:
build gets processed and successfully finished
