Description of problem:
Overcloud nodes repositories do not get enabled when using activation key with portal registration method.

How reproducible:
100%

Steps to Reproduce:
1. Deploy overcloud with rhsm with activation key and portal registration method

Actual results:
Overcloud nodes get registered but do not have repos enabled.

Expected results:
Overcloud nodes get registered with repos enabled.
