Description of problem: In the upgrade documentation there is still a mention about the docker tag for all containers is the same to ensure synchronicity. As this was true in 12, its not in 13. Page 23 (actually 27), Chapter 4, Configurign A Container Image Source, Setting Container Image Tags. Statement: "All OpenStack Platform container images use the same tag to provide version synchronicity."
