Description of problem:
FT_ENCODING_PRC not defined

How reproducible:
always

Steps to Reproduce:
1. Try to build something that asks for ft_encoding_gb2312
2. The freetype.h header for backwards compatibility defines that as FT_ENCODING_PRC
3. Build fails because FT_ENCODING_PRC isn't defined

Actual results:
Build fails


Expected results:
In previous freetype, ft_encoding_gb2312 is defined as FT_ENCODING_GB2312 which is defined in both.

It appears that a change in taking place renaming FT_ENCODING_GB2312 to FT_ENCODING_PRC but that the header only partially reflects that change ???

It breaks the build of modern ImageMagick that built fine in CentOS (and presumably RHEL) 7.5
