I have the impression too but I can't remember exactly why nor find a reference to it. Anyway, I think it was mainly to keep benefiting from the weak dependency provided by the glue library and keep the installation size in check, as this is a piece of sw that is only required if using Mellanox and only in some use cases. need-info on assignee as per comment #6.
