In the past abrt only sent one email on a new bug, but attached all the needed attachments. After the bugzilla5 upgrade it seems to no longer supress all the emails from attaching files. 

This might be a abrt bug or here in libreport, please feel free to move it if needed. 

The additional emails are anoying to many maintainers who would prefer just to get 1 email on new bug creation.

This may have been due to abrt using the secret nomail option? If so it should switch to the public minor_update option.
