Description of problem:
Given user subscribe or copy an Etcd CSV. User create an EtcdCluster instance from CSV page and check the created EtcdCluster details page, REQUEST LIMITS should be RESOURCE REQUEST under the RESOURCE REQUIREMENTS part.

Steps to Reproduce:
1. User subscribe or copy an Etcd CSV by operatorGroup.
2. Go to CSV -> Etcd, create a EtcdCluster by default yaml.
3. Go to the created EtcdCluster instance details page. Check the RESOURCE REQUIREMENTS part. 

Actual results:
3. There are RESOURCE LIMITS and REQUEST LIMITS.

Expected results:
3. "REQUEST LIMITS" should be "RESOURCE REQUEST"

This issue is fixed, sorry about one related minor issue left: 
When user click to edit "RESOURCE REQUESTS" for cpu and memory, the editor overlay window still display "EtcdCluster Request Limits" and the description is "Define the request limits for this EtcdCluster instance."
Here the "Request Limits" should also be "Resource Request".

Tested on 4.0.0-0.nightly-2019-04-03-202419

Both detail page and editor overlay window are correct now.
