The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

To diagnose the problem, try running: 'rpm -Va --nofiles --nodigest'.
You probably have corrupted RPMDB, running 'rpm --rebuilddb' might fix the issue.
The problem is not a corrupted rpm db, but the requirement of rpmlib <= 4.12.0-1, which is not part of RHEL8 beta. As a result, nothing can be built.
SL is scientific linux, so a debranded RHEL 7.6. For the rest I can confirm that you are right and it's the host rpm causing the problem. This can be worked around with "config_opts['use_bootstrap_container'] = True" in rhelbeta-8-x86_64.cfg.
