Description of problem:

Python3-praw depends on python-decorator < 4.1m however, Fedora 28 provides python-decorator 4.2.1

Steps to Reproduce:
1. sudo dnf install python3-praw

Actual results:

Receive the following error:

Problem: conflicting requests
  - nothing provides python-decorator < 4.1 needed by python2-praw-3.6.0-5.fc28.noarch


Expected results:

No error, python3-praw is installed
