Description of problem: Hitting a bug in Tripleo https://bugs.launchpad.net/tripleo/+bug/1810269 which needs python-rfc3986 to be atleast 1.1.0, Current build in Fedora is 0.3.1 which is too old, good to bump to latest i.e 1.2.0.
