Same situation is in a Russian version. It might probably affect more language mutations.
After a more thorough inspection, I realized that the there is no language selection button visible, not just the code, and the situation is the same with English installation. The affected GDM version is: gdm-3.30.2-1.fc30.x86_64 This behaviour was also filed as: https://gitlab.gnome.org/GNOME/gnome-shell/issues/848
