After adding a new update request but before pushing to the release team, the
page  that displays the "Notes:" with the "Bugzilla Comment:" underneith it is
confusing.  It is unclear where Notes ends and the comment begins, so I was
mistakeningly thinking that the update system added that text to the bottom of
the notes to be e-mailed when it really didn't.

Perhaps use a line spacer between them, or a different background color so the
two text spaces look distinct?
