Verify this issue against qemu-img-1.5.3-160.el7_6.1.x86_64

After step 1), cannot see arch_capabilities inside guest
After step 2), can see arch_capabilities inside guest, and qemu will report warning:
(qemu) qemu-kvm: WARNING: the arch-facilities CPU feature is deprecated and does not support live migration
After step 3), guest cannot be migrated now and qemu will prompt:
migrate: The arch-facilities CPU feature is deprecated and does not support live migration
