If the rfkill.ko kernel model isn't loaded when gsd-rfkill is started, gsd-rfkill will attempt to open /dev/rfkill, fail, and then never notice when the rfkill.ko module gets loaded later.

As Rhel8.1 beta is shipped now - please give it a try, we rebased to gnome-settings-daemon-3.32.0-4.el8

 Thanks, I have verified it on 8.1 beta 1.0, the defect was fixed.The gnome-setting-daemon version updated to gnome-settings-daemon-3.32.0-3.el8.x86_64.rpm
