Please rename the source package from "golang-%{provider}-%{project}-%{repo}" to just "%{repo}". This project is pretty much binaries, so it's kind of crazy to keep the whole library golang package name.

MIT is subsumed into the greater ASL 2.0 work. Mentioning multiple licenses is only required if the individual components can be leveraged separately (i.e. like how each file is importable in Python). The collective work is ASL 2.0, because all licenses allow sublicensing to the stricter terms (ASL 2.0). Thus, the effective license in the License tag is ASL 2.0.

Since cork is excluded due to being CL-specific, you might want to drop gangue as well (unless there is some specific FCOS plan for it that I'm missing). It's a fetch command for the Gentoo package manager that can verify binary package signatures (which Gentoo does not support on its own) and make authenticated requests for private objects (e.g. for security embargoed binaries). It *could* be used unconfigured as some type of public GCS wget, but there are alternatives for parts of its functionality (gsutil, wget2) that might make more sense for general use.
I've updated the spec file and the srpm package with the suggestions. The URLs SPEC URL: https://raw.githubusercontent.com/sayanchowdhury/golang-github-coreos-mantle/master/mantle.spec SRPM URL: https://raw.githubusercontent.com/sayanchowdhury/golang-github-coreos-mantle/master/mantle-0-0.1.git490b74e.fc29.src.rpm
Changes LGTM.
> #define license tag if not already defined > %{!?_licensedir:%global license %doc} Drop this. Otherwise, LGTM.
I've updated the SPEC and the SRPM
LGTM.
