Description of problem:
dnf system upgrade from Fedora 27 to Fedora 28 fails if nss-pem-1.0.3-6.fc27.i686 is installed. Message is "nss-pem-1.0.3-6.fc27.x86_64 does not belong to a distupgrade repository" and "problem with installed package nss-pem-1.0.3-6.fc27.i686"

Version-Release number of selected component (if applicable):
2.1.5-4.fc27 [dnf-plugins-core.noarch]

How reproducible:
every time (from what I can tell from a Web search)

Steps to Reproduce:
1. Install nss-pem-1.0.3-6.fc27.i686 on a Fedora 27 installation
2. dnf system-upgrade download --refresh --releasever=28

Actual results:
Error message

Expected results:
Upgraded packages/operating system

Workaround:

dnf install nss-pem-1.0.3-9.fc28 --releasever=28

then retry the upgrade

We believe that the problem is in packaging of nss-pem.

Nope.  This is a known bug of dnf with known workaround.
