The Below patches needs to be backported to OvS 2.9 for enabling NIC partitioning on X710 cards

Verified with openvswitch-2.9.0-94.el7fdp.x86_64
But it still has the bug https://bugzilla.redhat.com/show_bug.cgi?id=1663373
