Description of problem:
Since "External trackers" has absorbed some of the functions of "see-also" and is now to be used for linking to other bugs on bugzilla itself, it is no longer limited to "External Trackers". It would be good to rename it in the UI to something more general. "Related issues" perhaps? Or even "See also"?

How about "Tracking", then for Bug 1666269 we could add a list of bug links below it, formatted similar to the list displayed for depends on, called "Tracked By"?

Yes, "tracker" is much better. Could the list be called "Related" or something more general since there's the use-case where bugs aren't tracking each other, but merely referring to each other (for more information, or a related issue, and so on)?

This still doesn't resolve the issue that removing "See Also" created. The ability to add arbitrary URLs to local or external bugs, mailing list archives, blog posts, news articles, etc. is still missing. As Adam mentioned in the mailing list (https://lists.fedoraproject.org/archives/list/devel@lists.fedoraproject.org/message/3MMIKQ5OJIG34RN765PYCHH2PNJJ7U4K/), all the existing "See also" links went missing after the upgrade. Please, just bring it back.

Verified on latest QE environment.
Result: PASS
bug detail page, new bug page, search page, rule engine page is showing "Links"/"Links System" instead
