Description of problem:
When creating a Catalog Bundle you cannot assign an item value different then 1 under Action Order.
@Firefox 64.0.2 (x64) || Windows 7 Enterprise SP1 x64

Version-Release number of selected component (if applicable):
5.9.5.3.20181023135339_256263f 

How reproducible:
After changing value on 2 and then change of any other dialog (or save) bundle, Action Order reset to default (1).

Steps to Reproduce:
1. Create few items
2. Create bundle and add items
3. Change Action Order

Actual results:
Reset to default (1) value.

Expected results:
Set 1 then 2 then 3... value under Action Order.
