Python 3.3 is already retired. It remains in Fedora 28 due to lack of removal options. It was intended for developers testing their apps. If they use a specially crafted X509 certificate in their testsuite, I guess it only shows that their testsuite doesn't work on Python 3.3 and that is exactly why they are testing it.
