Red Hat Satellite engineering is moving the tracking of its product development work on Satellite to Red Hat Jira (issues.redhat.com). Describe the issue: Due to the known bug: https://bugzilla.redhat.com/show_bug.cgi?id=1652564 , it is not possible to use FIPS on satellite server 6.5 which is upgraded from older versions. 

So customers needs to:
1. Freshly install Satellite 6.5 on FIPS mode enabled RHEL system.
2. Sync all required repositories , create content views n all 
3. Re-register all clients to Satellite 

This is going to be a major activity and extra efforts. 

Suggestions for improvement: We need to make customers aware about use case of the FIPS and also, need to provide detailed documentation steps to achieve it.
