ODL is deprecated in RHOSP14:

So even if we will fix bugs in RHOSP13 with ODL, choosing ODL-ML2 for RHOSP13 mean that there will be no feature backport, and that there will be no FFU with RHOSP16 with ODL-ML2, as there won't be ODL-ML2 in RHOSP16. However, switching to OVS-ML2 guarantee FFU to work, as OVS-ML2 will be supported with RHOSP16. Also, there are no ODL-ML2 features that are not present in OVS-ML2 except HW vTEP that can be implemented via ML2-Ansible.

Can we help the customer to switch to OVS-ML2?

As per depreciation notice [1], closing this bug. Please reopen if relevant for RHOSP13, as this is the only version shipping ODL.
