Octavia created a new project upstream, octavia-lib. This is now a requirement in octavia-tempest-plugin introduced in [1] and will some time soon also become a requirement in octavia project. Hence, octavia-lib needs to be packaged in RDO in Stein release.

This work is also of utmost importance because octavia-tempest-plugin RDO package was pinned to a "good hash" [2][3], i.e. prior to [1].
