This is an external controller limitation where this limitation has been lifted by various improvements in the library. Some of the fixes were very recently done. considering the library update is required to get out of this issue, this does not look to be a OCS 3.11 BU2 content. We will consider this for next version.

Yes, the external controller library on which block provisioner depend on has to be updated with latest/recent version. I was thinking to bring this for BU3, but it looks like a RFE, or other changes with library will also be pulled in with the rebase. I am in a doubt that, do we go ahead with that or not considering batch updates are minimal in size or as we have to limit the risk of regression in the same.

The deadline of RFE submission of OCS 3.11.3 passed long back and I dont think we can put this as an exception. We can definitely do a rebase at OCS 3.11.4 time.
I feel that this bug duplicate of Bug 1607520 ? can you please confirm. If that is the case, we can close this bug and have the other bug opened since the acks are already present on that bug.
