Description of problem:

kolla changes in the Stein cycle for fluentd re-introduced installing from ruby gem's from source.

container Dockerfile for fluentd has gem install

no gem install command for fluentd container image

upstream commit merged and it addresses issue.

Patch https://review.openstack.org/#/c/634019/ fixes the fluentd image in upstream kolla.
Patch https://review.openstack.org/#/c/633971/ should help making sure this doesn't reproduce.

fix proposed upstream and fix available for downstream once we have fluentd build to work with.
