Description of problem:

kolla changes in the Stein cycle upstream introduced a refactor to the container images for zaqar.

Actual results:

zaqar templates no longer exist they are split into 3 separate images and tooling needs to be updated.

Expected results:

ship the updated -base/-server/-wsgi container images in OSP 15 and tooling picks up these changes.

only need zaqar-wsgi as used by tripleo-common, so we can skip building -server

OSP 15 will only be shipping openstack-zaqar-base and openstack-zaqar-wsgi

The zaqar image has, indeed, been bifurcated into -base and -wsgi container.
