Hey, so the currently available version of matrix-synapse in the Fedora repos can no longer be installed due to incompatibilities with the prometheus_client package. Not sure if this would affect the priority of this bug, but just wanted to point it out.
Sorry I lost track of this a little bit. Jeremy already merged and built the new pymacaroons version for F31, that was the only blocker for getting 0.99.5.2 built. Of course in the meantime they have declared 1.0.0 final. But I will need a bit of time to update and re-test for that, and I think there is value in getting 0.99.5.2 out first. So I will merge that PR for F31. I don't think we are going to get any updates into Fedora < 31 at this point because there are too many other dependencies that needed updating.

It turns out the urllib requirement was just a temporary pin to work around some mess with requests, it is gone in the 1.0.0 release of matrix-synapse. So I guess we can go straight to that.
We have matrix-synapse-1.0.0-1.fc31 in rawhide now. I am going to leave this bug open, if I can find some time over the weekend I will see about getting this into Fedora 30 also. I think the only missing dependency is pymacaroons but I am not sure how easy that will be to build because it might need some pynacl stuff or something.

The pymacaroons library doesn't publish a changelog but I had a look through the diff and it seems like the 0.13 release would be safe to push for Fedora 30. It includes some new APIs and new serialization formats but they appear to be correctly guarded behind a version flag so that they won't be used unless the calling code knows about the new version and opts in to it. So I will file an update with pymacaroons and synapse for F30.
