ceph.conf is no longer necessary. Configuration is stored in the monitors, and changes there are propagated to the rest of the cluster. When a client or daemon starts, it can still use a local ceph.conf or DNS to find the monitor addresses or override the central config, but the usual case should be a minimal ceph.conf and reading the settings from the monitors.
