This is due to a missing jgit dependency on javapacakges-tools. The jgit script requires /bin/build-classpath from javapacakges-tools. I filed this as #1676319. I'll add a BR for javapackages-tools to git if jgit isn't fixed before I'm ready for the next git build (which should be coming shortly, when 2.21.0-rc1 is released).
This is fixed with jgit-5.2.0-5.fc30 in the buildroot. I ran a scratch build to confirm (https://koji.fedoraproject.org/koji/taskinfo?taskID=32764957). I expect to have git-2.21.0-rc1 tomorrow or the day after, so I'm skipping a full build today to reduce needless churn.
