Steps to verify:

overcloud-minimal rpm is packaged and available for installing, similar to overcloud-full

I think the current bug for 14 should be able to cover both image qcow2 tarball and rpm packaging, for OSP 13 effort was split up.

The deployment of the overcloud with this image failed due to the absence of OpenVswitch from the image. 
Even though there is a way to deploy an overcloud using Linux bridge to configure the various VLANs. Even though this method is documented, the deployment failed on both OSP 13 & 14.

Verification failed.

Did deployment of the overcloud work with the previous overcloud-minimal image (i.e. the one that was not packaged in the rhosp-director-images RPM, but was previously shipped)? If so, then we should file a separate bug for a regression on overcloud-minimal image (it can be against rhosp-director-images component). This bug is just to verify that the overcloud-minimal image is present in the rhosp-director-images RPM.

If the overcloud-minimal image is present and installs as expected from rhosp-director-images, this bug should be marked verified.
