Description of problem: After upgrading from znc-1.7.1 to znc-1.7.2 from the EPEL repo, my previously working bouncer installation is unable to make an SSL connection to the IRC server Freenode, and clients are unable to connect via SSL to the bouncer. Receiving the following error:

Transport Layer Security (TLS) Error: Server closed session with no notification (-9816)

How reproducible:
Everytime

Steps to Reproduce:
1. Upgrade znc from 1.7.1 to 1.7.2 and restart znc

Actual results:
Transport Layer Security (TLS) Error: Server closed session with no notification (-9816)

Expected results:
Normal connection

Additional info:
cat /etc/centos-release
CentOS Linux release 7.6.1810 (Core)

I have downgraded back to 1.7.1 as a workaround for now.

Duplicate of 1677366.  Fixed in 1.7.2-2 which just went to EPEL stable
