CFME Version: 5.11.0.16.20190724210259_2b4aa51

Two issues found during testing:
1) In the Product Features selection tree, both sub tabs are labeled "Red Hat Cloud Services", one should be "Red hat Cloud Providers" (attached screenshot)
2) When disabling one of the "Red hat Cloud Services" selection in the Product Features selection tree, it disables both.

This PR https://github.com/RedHatCloudForms/cfme-cloud_services/pull/29 should also fix the multiple features in the tree issue.

Failed QE in 5.11.0.22.20190827200559_e618ece

There is no Red Hat Cloud Providers option in the Product Features selection tree. Only option is Red Hat Cloud Services

Verified in 5.11.0.23.20190904213640_d113674

Setup:
Under Configuration -> Access Control, created a new role, group and user.

Verification steps:
1. Set the role to have no access to the Red Hat Cloud Services tree selection
2. Logged in with the created user, verified the Red hat Cloud tab in the navigation tree was no present and logged out
3. Set the role to have access to the Red Hat Cloud Services tree selection
4. Logged in with the created user, verified the Red hat Cloud tab in the navigation tree was present
