Description of problem:
In the IMS UI if the user accidentally clicks the background while a modal dialog is open the dialog closes. This is annoying, especially for a multi-stpe modal wizard where the user might have entered information on several wizard steps.

How reproducible:
Always.

Steps to Reproduce:
1.Open a wizard in the UI, for example, Create Infrastructure Mapping
2.Click anywhere in the UI outside of the modal dialog.
3.

Actual results:
The wizard closes as if it had been cancelled.

Expected results:
The mouse click is ignored by the UI.

A v2v UI issue has already been opened for this (https://github.com/ManageIQ/manageiq-v2v/issues/843) and a PR has been merged (https://github.com/ManageIQ/manageiq-v2v/pull/844).

Please assess the impact of this issue and update the severity accordingly.  Please refer to https://bugzilla.redhat.com/page.cgi?id=fields.html#bug_severity for a reminder on each severity's definition.

If it's something like a tracker bug where it doesn't matter, please set the severity to Low.

As per comment 1, I tried Infrastructure Mapping, Migration Plan and Conversion Host Wizard, for all of those, when I clicked outside of the modal, it did not close the modal. For CFME 5.11.0.11.20190625161125_392c61e Verified.

Nadeem, don't think we need testcase here, this is just a UX enhancement, please take coverage decision on this.
