Description of problem:
Azure instance metrics are not being collected by CloudForms, for linux instances metrics are not being collected, for windows instance there is capture error

How reproducible:
Always

Steps to Reproduce:
1. Launch linux/windows instances, enable diagnostics
2. Try to view Utilization chart in CloudForms
3.

Actual results:
No metrics are captured

Expected results:
Metrics should be captured
