Description of problem:
After updating the kernel packages on a current Fedora 29 system and removing the outdated kernel packages, "Fedora, with Xen" will no longer boot because the corresponding entries in /boot/grub2/grub.cfg hav not been updated. Accordingly, the boot loader fails and the system is forced to reboot.

grub2-2.02-62.fc29

How reproducible:
Always

Steps to Reproduce:
1. Update kernel packages after installing package xen.
2. Reboot.
3. Remove old kernel packages.
4. Restart and boot "Fedora, with Xen".

Actual results:
System fails to boot because old kernel packages does no longer exist which are referred to by file /boot/grub2/grub.cfg.

Expected results:
File /boot/grub2/grub.cfg is updated to match new kernel packages, and "Fedora, with Xen" boots successfully.

Additional info:
After updating the Xen entries manually, the system boots "Fedora, with Xen" successfully.
