The package is deprecated since F27.

It's still shipped in F28, only removed in F29.  I don't believe NOTABUG is correct here.

While there is a build, the dist-git F28 branch already contains dead.package file.

bind99 is only set of libraries based on BIND 9.9.x version, needed to build DHCP. There is no daemon or binary shipped in it. Unless any of these CVEs affect functionality used by DHCP, this will be closed as WONTFIX.

All of these vulnerabilities are in named daemon or used only by it. It is not possible to apply upstream patches for these errors and there is no need to do it. It cannot be triggered from library IMO.
