Backport the client side pieces to support SAF in OSP13
- qdr (-container)
- configuration

So, here's what we should get:
- the ability to send metrics from collectd to a qdr
- add qdr containers to the distribution, e.g from OSP 14
- make qdr containers installed on overcloud nodes
- add configuration for qdr containers
- add the possibility to define "targets" for qdrs to forward data to (to the "server side")

The "server side" is not part of this RFE.
