When performing an upgrade from 3.11.n to 3.11.n+1 deployments such as openshift-console and openshift-web-console are not updated to use the latest tags.

Workaround: populate openshift_image_tag with latest version number

This will ensure that the components on top of the cluster (not just the control plane) are updated to the latest version.
