Description of problem:
When initiating a provider refresh, there is no flash message


Version-Release number of selected component (if applicable):
5.10.1.2.20190219165527_7a4a22b

How reproducible:
100%


Steps to Reproduce:
1. Add a Container provider
2. Navigate to Compute->Containers>Providers and select the container provider
3.Select Configuration and click "Refresh items and relationships"

Actual results:
No flash message appears


Expected results:
Flash message appears


Additional info:
Following is seen in the browser debug console: replacePartials: #flash_msg_div does not exist in the DOM

No flash message is present during "Re-check Authentication Status" and "Check Compliance of Last Known Configuration"
