Verified in Satellite 6.4.3 Snap 1

Setup:
Added 25000 hosts to the Satellite.
Attached the same subscription to each.
Changed the expiration date of the subscription to the day prior.

Test:
Triggered the expired pools job.
  curl -u admin:admin -X POST -k 'https://127.0.0.1:8443/candlepin/jobs/org.candlepin.pinsetter.tasks.ExpiredPoolsJob'
Ran a manifest refresh.

Result:
The expired pools job completed successfully.
The manifest refreshed successfully.
