Description of problem:

CloudForms is associating the snapshot images of openstack cloud instances with the admin tenant, even though the instances belong to a non-admin tenant.

Version-Release number of selected component (if applicable):
CFME 5.9.8
OpenStack 10

How reproducible:
always

Steps to Reproduce:
1. Take a snapshot of an openstack instance that belongs to a non-admin tenant
2. View the snapshot image under Compute => Infrastructure, selecting the snapshot image from the Image accordion

Actual results:
snapshot image is associated with the admin cloud tenant

Expected results:
snapshot image should be associated to the same cloud tenant as the instance
