Description of problem:

In the current implementation, we are able to control the max number of concurrent conversions per conversion host via the settings. For advanced throttling, we need to add the same for CPU and network limits.

I was able to look up settings.yml and configuration on my appliance as shown in screenshot. It matches with what is added in the PR
