Description of problem:
Re-provisioning feature "file preservation" does not work

Steps to Reproduce:
1. Create file preservation list
    Systems -> Kickstarts -> File Preservation -> Create... and add e.g. "/root/date" file into the files list
2. Create a kickstart and go to it's System Details -> File Preservation check the file preservation list you have just created
3. Register a host and create a "/root/date" file on it
4. Reprovision the host


Actual results:
After reprovisioning, "/root/date" file does not exist


Expected results:
After reprovisioning, "/root/date" file is there and with original content

Forgot to mention client side versions: KS used was RHEL 7.6 and after installation I can see rhn-client-tools-2.0.2-24.el7.x86_64 installed.
