Description of problem:

Currently, the UI doesn't prevent multiple upgrade request for the same cluster. When one upgrade is going on, it will accept another request and will start another ovirt-cluster-upgrade ansible playbook.

Steps to Reproduce:

1. While a cluster upgrade is going on, initiate another request from the UI. 


Actual results:

Cluster upgrade UI doesn't prevents multiple upgrade request

Expected results:

Cluster upgrade UI should not allow multiple upgrade request to the same cluster.
