Description of problem: When the boot record is written by zipl compiled by gcc9, the bootloader crashes very early. Investigation has shown that it's in stage2. See upstream bug for more details. Discussed during the 2019-03-11 blocker review meeting: [1] The decision to classify this bug as an "AcceptedFreezeException" was made as this prevents all installs from booting on a non-blocking arch (s390), obviously a clear freeze exception.
