Description of problem:

Device Manager in a Windows 10 guest will not list the USB 3.0 eXtensible 
Host Controller when selecting q35 machine type in RHV UI

Version-Release number of selected component (if applicable):

rhvm-4.2.8.3-0.1.el7ev.noarch

How reproducible:

100%

Steps to Reproduce:
1. Build a Windows 10 guest and change its emulated machine type to `q35`
2. Make sure you selected Console > SPICE and USB Support Enabled
2. Start the VM, notice the XML is build with standard ich9-[e-u]hciN controller


Actual results:

engine builds the XML with ich9-[e-u]hciN controllers
USB 3.0 support will not be avialable inside the Windows 10 guest


Expected results:

engine builds XML VM with correct nec-xhci controller

USB 3.0 eXtensible Host Controller should be installed and configured on 
Windows 10 guest if q35 chipset is selected

To clarify, this is where it should be changed. Not just the emulated machine type
