Description of problem:
Guests are very low on entry and they may forbid the user to log in until
they have enough rnd number.

The rate limit should be unlimited by default,
The nova.conf change is not for python-tempestconf

python-tempestconf's version 2.2.0 contains the requested feature and it's included in python-tempestconf-2.2.0-0.20190507153823.e0d5dd6.el7ost package which is now available via the latest symlink in RHOS-14 repository.
