Description of problem:
We need to identify the maintenance release in /etc/rhosp-release like:

$ cat ./etc/rhosp-release
Red Hat OpenStack Platform release 13.0.6 (Queens)
Comment 8 errata-xmlrpc 2019-04-30 17:23:45 UTC
