Description of problem:

There is a testcase "rebuild binutils using gcc". I am not sure how relevant this is with DTS (=="rebuild dts-binutils using dts-gcc"), but it might point to some other problem behind.

Version-Release number of selected component (if applicable):
devtoolset-8-binutils-2.30-52.el7
devtoolset-8-gcc-8.3.1-3.el7.ppc64

How reproducible:
100% on ppc64 BE with the above versions
devtoolset-8-binutils-2.30-47.el7 was OK

Steps to Reproduce:
1. scl enable devtoolset-8 bash
2. rpmbuild --recompile devtoolset-8-binutils-2.30-52.el7.src.rpm
3.

Actual results:
